| United Nations Secretary-General Kofi Annan has proposed an additional $97 million to upgrade security at the U.N.'s headquarters complex in New York City and field offices in other countries. The proposal, contained in a report released Oct. 25, includes $29.6 million for physical improvements to facilities and other one-time spending items.
