Congress has given final approval to legislation that establishes teams led by the National Institute of Standards and Technology (NIST) to investigate all future major building disasters. The last congressional step was House passage of the measure, which came on Sept. 17. The bill now goes to President Bush for his signature, which is expected shortly.
