New Chiefs Named for PennDOT and Maryland DOT

Pennsylvania Governor-elect Edward Rendell
(D) has named DMJM+Harris Inc. Vice President Allen D. Biehler
as secretary of the Pennsylvania Dept. of Transportation (PennDOT).
Previously, Biehler was acting executive director of the Port
Authority of Allegheny County, Pa., and transportation planner
for the city of Pittsburgh.
Rendell, who announced Biehler's selection
on Jan. 8, is to be sworn in as Governor on Jan. 21.
In Maryland, Gov. Robert L. Ehrlich,
Jr. (R), who was sworn in on Jan. 15, picked state legislator
Robert L. Flanagan as transportation secretary. Flanagan,
57, whose selection was announced on Jan. 11, served 15 years
in the state House of Delegates, representing Howard and Montgomery
Counties.In the legislature, he was minority whip from 1997
to 2001 and also was on the Appropriations Committee. His
private law practice included construction and procurement
matters. Before being elected to the state legislature, Flanagan's
previous jobs included a post with the U.S. Railway Association,
which helped reorganize Northeast railroads in the 1970s.
About two dozen new governors were elected
around the country in November, which will mean many leadership
changes in key construction agencies.
