Description
The latest stopgap appropriations bill reflects a victory for construction officials and their House allies. The measure, which President Bush signed into law on Oct. 11, specifies that during the bill's one-week term, highway aid should be funded at an annual level of $31.8 billion. That was the fiscal 2002 funding level for the federal highway program.
