| The U.K. Office of Fair Trading has accused 112 construction-related companies, most of them small or mid-sized, of rigging bids in 2002 and 2003 through “cover pricing,” or submitting bids with deliberately high prices. Some of the companies are additionally accused of taking and making payments within cartels when bids are submitted. Firms found guilty face potential fines equivalent to 10% of their global annual sales.
