| After a hiatus of about two months, federal airport construction grants soon will start to flow again with the Feb. 28 enactment of a four-month aviation authorization bill. The Federal Aviation Administration had been unable to approve new Airport Improvement Program grants since Jan. 1 because a previous stopgap funding measure did not give the agency the necessary contract authority. FAA now hopes to begin writing new AIP grants by mid- to late March, says D. Kirk Shaffer, associate administrator for airports.
