| Secretary of State Condoleezza Rice has "someone in mind" to replace retired U.S. Army Maj. Gen. Charles E. Williams as head of the State Dept.'s Overseas Building Operations (OBO) office, a department spokesman told ENR on Dec. 21, two days after the former Corps of Engineers officer said he will exit the multi-billion-dollar embassy construction program on Dec. 31. Williams was brought in by former Secretary of State Colin Powell in 2001 to bolster U.S. diplomatic facilities abroad, but he has been a controversial figure among program participants and overseers.
