A last-minute snag recently delayed the signing of a complicated contract for a $400-million airport- rail link at the Belgian capital of Brussels. The project calls for a team of banks to lead the financing and turnkey construction of the nearly 3 kilometers of tunnels underneath airport buildings and a runway.
