| The 2005 round of federal base realignment and closures targeted the U.S. Army base at Ft. Bliss, near El Paso, Texas, to receive additional units from reorganization and base closings elsewhere. The plan set off a scramble to build as quickly as possible barracks, headquarters buildings and maintenance facilities for three full Brigade Combat Teams.
