| The Aug. 18 fire at the Deutsche Bank building in lower Manhattan has concentrated new attention–including review by Gov. Eliot Spitzer (D)– on a project already steeped in problems. The building had been gashed by debris from the collapsing World Trade Center skyscrapers in 2001 and was the only remaining damaged structure from the attack.
