Clark-Balfour Beatty Team Wins Spy-Agency Complex Contract

The U.S. Army Corps of Engineers announced the award on Aug. 14 of a $334-million initial contract to a joint venture of Clark Construction, Bethesda, Md., and Balfour Beatty Construction, Atlanta, to build a complex for the National Geospatial Intelligence Agency at Fort Belvoir, Va., by 2011. The agency was formed after 9/11 to support the Defense Dept. The "integrated design-bid-build" contract was awarded early in the design phase. A Corps spokesman would not confirm that the Clark-Balfour Beatty team was the only bidder for the estimated $1-billion-plus project.
