New Plants Sweeten TXU Deal
 

The investors proposing to buy TXU Corp., Dallas, are sweetening the deal to win over Texas regulators. Texas Energy Futures Holdings Ltd. and TXU Corp., Dallas, are preparing a request for proposals to develop two integrated gasification, combined-cycle powerplants as early as 2013. The two commercial demonstration plants would require at least six years to design and build. The procurement process will determine the plants' capacity and costs. The advanced-technology plants will "likely not" be rate-based, says Tom Kleckner, TXU spokesman. "We're in a competitive market and will gain some return by selling the energy into the marketplace," he says.
