| Russell Perry, a Washington, D.C.-based vice president of designer SmithGroup, has been active in the U.S. Green Building Council since 1994. He led the effort, with Jerry Lea of developer Hines, to form the LEED (Leadership in Energy and Environmental Design) rating system for core and shell. He described to ENR where LEED has gone and where it needs to go.
