| In a change of position, Sen. John W. Warner (R-Va.) has decided not to seek the top GOP position on the Environment and Public Works Committee next year. That clears the way for outgoing "EPW" Chairman James M. Inhofe of Oklahoma to be the ranking Republican on the panel, one of the most important Senate committees for the construction industry.
