| The chance that Seattle’s aging Alaskan Way Viaduct might be retrofitted instead of rebuilt or replaced by a tunnel grew slimmer last week. The Washington State Dept. of Transportation released a study stating that a replacement would cost $2.8 billion—not much higher than a $2.3-billion retrofit estimate.
