If a Category 5 hurricane hits New Orleans, about the only things assured to survive are the roof of the Superdome and the eight safe houses being built for pump station operators in Jefferson Parish. The pumps may go under, but the operators should be high and dry in their tall, sturdy, monolithic temples of concrete and steel, stocked with provisions to hold out until rescue.
