The U.S. Army Corps of Engineers is undertaking what it calls the largest foundation-stabilization project ever on an operational dam. The $206-million project is designed to help the rolled-earth and rockfill Tuttle Creek Dam near Manhattan, Kan., withstand a magnitude 6.6 earthquake.
