| Virginia Gov. Mark Warner (D) has proposed closing aging state mental health hospitals and training centers and replacing them with new facilities. The four new buildings in Warner's plan, announced Dec. 6, carry a total estimated price tag of $290 million. The proposal requires approval from the Virginia legislature.
