| WRT is working for the Bring New Orleans Back Commission. BNOB was charged by Mayor C. Ray Nagin to produce a master plan for rebuilding by year-end. But WRT will produce a framework plan because it lacks time and data to produce a true master plan, says Richard Bartholomew, a principal in the Philadelphia-based architect-planner.
