The Depression-era Davis-Bacon Act requires contractors on federally funded construction work to pay craft labor at least the hourly wage prevailing in the area for each craft as determined by the Dept. of Labor. With wages high and labor short in the disaster zone, some workers and contractors wondered why the provision was suspended in the first place.
