Expansion of the Strategic Petroleum Reserve, mandated by the month-old Energy Policy Act, has begun at the same time Hurricane Katrina has forced the U.S. to tap the reserve to supply refineries unable to import crude through devastated Gulf Coast ports. The energy act, signed Aug. 8, directed expansion of SPR from 727 million barrels to one billion.
