Republicans turned back an attempt by Democrats to increase homeland spending further. The main proposal, an amendment from Rep. David Obey (D-Wisc.) to boost funding by $1 billion, was ruled out of order. Obey proposed to offset the spending increases by reducing the recently enacted tax cuts for taxpayers whose income exceeds $1 million.
