The blast killed 15 site employees of Fluor Corp. and Jacobs Engineering Inc. Judge Lee Rosenthal’s move follows the U.S. Supreme Court’s July 2 decision not to take up a request by blast victims to block her ruling until the high court could review it. Rosenthal will weigh the plea deal, in which the division pleads guilty to a felony violation of the Clean Air Act and pays a $50-million fine.
