U.S. attorneys in Chicago have charged 15 property owners, developers, contractors and city officials under an ongoing investigation called Operation Crooked Code. Nine defendants were charged with one count of conspiracy to commit bribery, while the others face one count of bribery for allegedly exchanging cash for permits. Most defendants allegedly paid or received bribes through an informant, a longtime permit “expediter” who began cooperating with the Dept. of Justice last May. The informant, who has not been identified, recorded phone calls, meetings and acted as a bagman. Six defendants were charged last year in an earlier phase of the probe.
