People: FHWA Deputy Takes OMB Position

James Ray, the Federal Highway Administration’s No. 2 official, has moved to the Office of Management and Budget as deputy general counsel. Ray started his OMB job on Oct. 20. He was FHWA’s chief counsel and became deputy administrator in December 2007. Ray was acting FHWA chief from February, after Administrator J. Richard Capka left, until Aug. 18, when Thomas J. Madison Jr. was sworn in. FHWA’s deputy administrator slot is vacant.
