Description: A mammoth federal spending package is on its way to congressional approval, as lawmakers seek to keep agencies operating at least part way into the new fiscal year, which begins Oct. 1. The measure, whose funding is estimated at $800 billion to $1 billion, was approved by the House on Sept. 24 and the Senate was expected to take it up shortly. Most non-defense construction accounts, including highways, river locks and dams and Superfund cleanups, will be funded just through March 6, and frozen at their 2008 spending levels.
