Gates, guards and guns have been the core of the Bureau of Reclamation’s response to the post-9/11 security needs at its 479 dams and dikes in 17 states, but facility security still “appeared brittle and lacking in depth,” according to a report issued last month by the National Research Council. The report, requested and sponsored by BuRec, calls on it to take a more strategic approach to its security program by developing a long-term plan that addresses issues of policy, programming and resources.
