Description: By month’s end, the U.S. Navy could award a hotly bid management contract for the military’s huge planned construction on the Pacific island of Guam. The estimated $15-billion to $20-billion effort follows the military’s intent to move thousands of Marines and civilians from Japan and elsewhere to the U.S. territory, soon to become a strategic military center.
