The International Boundary and Water Commission is upgrading a wastewater treatment plant on the San Diego side of the U.S.-Mexican border.The $88-million contract to upgrade the South Bay International Wastewater Treatment Plant (SBIWTP) near San Ysidro was won by the Tempe, Arizona, office of PCL Construction this week.
