A chart developed by the Interagency Performance Evaluation Task Force in its investigation of Hurricane Katrina shows storm-surge potential as an interaction of factors, including radius of the maximum winds and central pressure. Gustav’s wide zone of highest winds and pressure generated a surge of about 13 ft. Impact with coastal geometry jacks it higher.
