Construction has begun in the Mexican state of Baja California Sur on a $1-billion upgrade to a 130-year-old copper mine. When operational in 2010, El Boleo mine will be largely self-sustaining, producing copper, cobalt and zinc from the clay-like ore as well as its own electricity from a sulfuric-acid plant and its own water from three desalination plants.
