| A California water agency is considering using treated effluent as a heating and cooling source for office buildings in a nearby business park. The estimated $50-million to $70-million project, which could be a U.S. first, is part of a larger $200-million “carbon-free” program that includes renewable landfill gas, solar and hydroelectric sources to power five plants.
