Description: Officials celebrated the Oct. 28 completion of a $2.7-billion reconstruction of 23 miles of the 40-mile Katy Freeway in Houston, about five months ahead of schedule. The Interstate 10 stretch now includes 12 miles of four-lane electronic tollway, the first in the country. In an unusual arrangement, the Harris Toll Road Authority will operate and maintain the tollway on behalf of the Texas Dept. of Transportation. It also contributed $250 million, which helped cut construction time in half. Work was awarded in nine general contracts and included expanding the total stretch from six lanes to as many as 18 lanes.
