The National Research Council, an arm of the national science and engineering academies, is calling for “radical change” in federal stormwater rules to reverse what it claims are overly degraded fresh- water sources that violate the Clean Water Act goal of “fishable and swimmable” waters. In an Oct. 15 report, NRC says increased water volume and stormwater pollutants have harmed water quality and habitats “in virtually every urban stream system.” NRC calls for stormwater and wastewater discharge permits to be based on watershed-based boundaries rather than political ones.
