Description: Faced with a $2.3-billion budget deficit, a worsening economy and the need to improve its infrastructure, New York City agreed to reform its adversarial style of contracting, including dropping the contract provision through which the city refused to pay any damages for delays it causes in a project. A working group of industry representatives and city employees also convinced the administration of Mayor Michael Bloomberg (R) to agree to cut in half the time it takes the city to process change orders, which currently can be longer in some cases than 200 days.
