Description: The New York State Dept. of Labor has removed what it calls a “bad apple” from administering tests after finding state worker Frank Fazzio issued licenses to more than 200 crane operators who failed exams. The “unfair” test program also appears to have favored unions, according to an April 2 report from the state’s inspector general. The probe last year stripped licenses from 197 operators after a nonunion operator, who failed an exam, complained. No criminal charges have been filed. Fazzio retires next month. The state vows to overhaul its test policy.
