McCourt Construction Co., Boston, lead partner in the McCourt/Obayashi Joint Venture, was charged on Feb. 29 with a single count of conspiracy to defraud the U.S. in connection with an overbilling scheme on a $245-million Central Artery/Tunnel, Interstate-93 tunnel-finishing contract. Ryan McCourt, project manager, also was charged with one count of conspiracy to submit false statements. The charge was made by the U.S. Attorney’s Office, Massachusetts. That same day, McCourt filed plea agreements regarding both charges.
