Description: McCourt Construction Co., Boston, lead partner in the McCourt/Obayashi Joint Venture, was charged on Feb. 29 with a single count of conspiracy to defraud the U.S. in connection with an overbilling scheme on a $245-million Central Artery/Tunnel, Interstate-93 tunnel-finishing contract. Ryan McCourt, project manager, also was charged with one count of conspiracy to submit false statements. The charge was made by the U.S. Attorney’s Office, Massachusetts. That same day, McCourt filed plea agreements regarding both charges. The government alleges McCourt, working on a time- and-materials basis, falsely categorized, over an 18-month period, apprentice ironworkers and other trades as journeymen, resulting in false claims of more than $300,000.
