Description: Construction can proceed for now on a $330-million airport in Panama City, Fla. The Army Corps of Engineers on Feb. 1 lifted its suspension of an environmental permit for the project because the U.S. Court of Appeals in New York City last month vacated a legal action against it. The suit was initiated on Nov. 30 by the Natural Resources Defense Council, New York City, and two other environmental groups. The groups are challenging the Federal Aviation Administration’s environmental impact statement. Contractor Phoenix Construction, Lynn Haven, Fla., has a $120-million contract to clear, grade and pave the airfield. The city’s airport authority anticipates seeking bids this year for the 106,000-sq-ft terminal.
