Description: In an Oct. 2 letter to New York’s Gov. David A. Paterson (D), the executive director of the Port Authority of New York & New Jersey lays out a strategy for rescuing the troubled redevelopment of the World Trade Center, destroyed by terrorists on Sept. 11, 2001. The letter, which begins a 70-page report, contains revised schedules, budget estimates and contracting strategies and a new management approach for the projects. Among these is a likely mid-2014 opening and $3.2-billion cost for the port authority’s delayed WTC Transportation Hub.
