As a result of its finding that the 47-story Seven World Trade Center collapsed on Sept. 11, 2001, because of a “new phenomenon” that can cause a fire-induced structural collapse—differential thermal expansion at temperatures of approximately 400°C—the National Institute of Standards and Technology is “strongly” recommending model codes be changed to require owners, operators and designers to evaluate buildings “to ensure” adequate fire performance of the structure. The key premise of NIST’s recommendation is that buildings should not collapse in worst-case fires that occur when active fire-protection systems are rendered ineffective.
