Los Angeles Mayor Antonio Villaraigosa recently unveiled a plan to speed building project approvals amid developer complaints that the city process is too long and arduous, driving costs up. On March 25, Villaraigosa introduced a streamlined "12 to 2" approach, cutting the number of city agencies needed to approve real estate projects from 12 to 2. The departments of Planning and Building and Safety will coordinate all development approvals and permits. The city will work out details of the plan over the next six months, officials said.
